Refunds must be requested within 24 hours of purchase. You can cancel whenever you like: in your 160 dashboard, open Virtual Numbers in the left menu, tick your number, then press Cancel.

Yes. You need an SMS pack to send texts. Packs start at $7.95 for 100 messages.
Do I have to pay to receive an SMS?
